Value engineering was conceived at General Electric (GE) during World War II in response to shortages of skilled labor, raw materials, and component parts.

As engineers at GE identified acceptable substitutes, they also noticed that the replacements often reduced costs, improved the product, or sometimes accomplished both. This serendipitous discovery was later turned into a systematic process dubbed “value analysis.”
